They are generally complex texts, which they are not easy to understand by non domain specialists. The mastery of these texts plays a crucial role in the good management of the organizations, in particular the public ones. A company is considered effective is a company in which each of its actors knows what to do at any time.
Nowadays there are an important number of regulatory texts; one of the main reasons is the fact that regulations can come from different sources and the dynamic nature of these texts. Access to relative information becomes a fastidious task, it is difficult to search for information exist among a large number of legal documents returned by the user's request, and in particular by citizens who are not familiar with the law. As a result, a number of researchers have the tendency to deal with the information contained in the legislation; in which they claim that language processing is an essential task to extract the information included in the legal documents.
The difficulty of treatment depends on the nature of the language treated. This particularity illustrated in Arabic, in which the automatic processing of the text is a difficult task because of their complex morphology. Thus, the techniques relating to the analysis of Morpho-syntactic do not give satisfactory results in the Arabic language.
The question posed in this research is: how to represent and specify the semantic information contained in the legal texts in order to make them understandable?
